We need a strategy to counter corruption, Mr. President

Egypt is in need of effort from its nationals who have a vision and can make decisive, bold decisions. We have countless problems, but also solutions. We look for foreign funding to invest in Egypt, but we should also consider the wasted billions of the state budget through studying and researching to balance inputs and outputs and understand the level of corruption that takes place at the higher level.

I hereby give you the magic solution to reducing corruption and bridging the budget deficit, but we need to begin now with the support of President Abdel Fattah Al-Sisi so that Egypt can become one of the least corrupt countries in just three years.

 

The ministries of planning, local development, and communications must cooperate to introduce new technology measured between the state and citizens to minimise dealing with state staff.

 

There are about 6.5 million employees working for the state. They must be reformed and trained practically to eliminate disguised unemployment. We should encourage them to work and punish them when needed. We also have to create a 10-year plan to reduce the number of public servants to 1.5 million trained employees.

 

Stop the so-called extended-age service, being a door for compliments. Very few of those deserve the extension, and even fewer are efficient. We should close that door. I witnessed many high-up officials exclude or fire young experts so that the state would find no one to promote and be forced to extend their contracts.

 

These individuals should not be offered extensions, but should rather be punished. Leaders in developed countries are obliged to prepare a new generation of experts.

 

If officials are really efficient, they can be used as consultants—but exceptions should not be allowed at all.

 

The path for building nations is long and difficult, but it is not impossible. We need to become role models for the people. Hence, I call for new legislations and amendments to the laws of public service to close all gaps through which corruption leaks.

 

Mr. President, begin with these steps and prepare someone to follow its path after you so that Egypt becomes better, even if it takes 10 years. May God protect Egypt and its people.
